Another conveniently “short” video of what he hope is compelling footage. Lemme guess, his smartphone memory chip ran out of space? Or did some representatives from the UK Coastal “MIBs” Commission appear out of nowhere and ask him to stop recording the mysterious object?

It looks like several guys in black wetsuits with one extending his arm to look like a neck. The humps appear to me to be several other people who are so badly out of alignment while pretending to be protrusions.
Not at all real as far as I am concerned.

my first thoughts where basking shark, its not very clear but the dorsal fin looks to be the wrong shape plus the 2nd dorsal fin looks to be above the water as much as the tail in some points which is odd as I would expect the tail to consistantly be much higher. It also appears to be bobbing about with the tide rather than a creature moving though the water.

This is certainly not one single creature, since the “humps” are not on a single plane but all over the place, sometimes even beside each other. I think CDC is the closest -the more I watch it, the more it looks like three people in the water trying to put on a sea serpent shape, with the one on the far left holding his arm up as the neck. This is especially clear at the end of the video where you can see the head and shoulders of the person playing the neck.
