"Chessie was solved, or was it? Purported to be the Wandering Manatee."

No, no, this is caused by the confusion occurring due to the use of the name for two different things.

The Sea Serpent "Chessie" has been sighted, on and off, since the 1960s, with an increased wave of encounters in the 1970s.

Someone in the media decided more recently to call an out-of-place (wandering) manatee by the name "Chessie."

One has nothing to do with the other, and they are described very differently too, if anyone has any doubts.
