Winnetka Ave., where this sighting occurred, crosses through a major green belt that is used by cyclists and runners. There is also a branch of the Chicago River, a dam, and a lagoon where people fish. As I mentioned previously, there are a lot of deer in the area. If a big cat is in the neighborhood, it could do just fine here.
